Station managers, and the organizer the day before

1. First try the spare phone and typing the voucher's short code.
2. If no phone is left, take out your station's emergency paper list (it's printed the day before).
3. Find on the list the short code the person shows (on their QR, their paper or their wallet) and check off a box for each item you hand over.
4. If the code isn't on the list, don't hand over: ask the person to see the organizer.
5. When you're done, give the sheet to the organizer: with internet, they load what's checked off and it's marked “logged by hand”.

The list is private: don't leave it in view and return it at closing. What's checked off by hand isn't matched against the phones until it's loaded: two stations could hand out the same voucher.
